Zomi Council submits Memorandum to H.E. Governor of Manipur, urges action on critical issues
Date: 07/01/25
The Zomi Council and its federating units, led by Chairman Pu Vumsuan Naulak, met with His Excellency Shri Ajay Kumar Bhalla during his maiden visit to Lamka and submitted a memorandum highlighting several urgent issues affecting the community.
The memorandum raised concerns in four key areas:
1. *Resumption of Political Dialogue* : The Council urged the government to resume political dialogue with Suspension of Operations (SoO) groups in the hill areas, emphasizing a solution-oriented, non-divisive approach. The Council also called for the involvement of genuine Civil Society Organizations (CSOs) in the dialogue process.
2. *Demand for Separate Administration* : The Zomi Council reiterated its long-standing demand for a separate administration for the hill areas to empower the tribal communities. Since May 2023, this demand has evolved into a call for a Union Territory with a legislature, similar to the Puducherry model.
3. *Governance Deficits and Discrimination* : The memorandum addressed issues of deficit governance, lack of development, lawlessness, and discrimination, particularly regarding baseless accusations of illegal immigration, despite the Zomi community being indigenous to the region since the 19th century.
4. *Travel and Supply Restrictions:* The Zomi Council highlighted the denial of basic travel and supply facilities, including the suspension of essential transport from Imphal to Lamka for over 19 months. They called for an expansion of the bi-weekly helicopter service between Lamka and Aizawl, requesting two additional daily flights to destinations like Guwahati and Aizawl.
