FORMER HOME Secretary G.K. Pillai has written an article in Malayala Manorama today, calling for a criminal case to be registered against Chief Minister Biren Singh and urging his arrest. He emphasised the need for a Chief Minister who understands and openly acknowledges that the Kuki community is an integral part of Manipur, recognising their significant contributions to India's freedom struggle.
''A false narrative has been created in Manipur, suggesting that the Kukis are not original Manipuris but are from Myanmar. This propaganda, supported by the state government, aims to demean the Kukis and their history. Chief Minister Biren Singh has laid the foundation for such misinformation. It is unlikely that he will change his stance, as he enjoys support from a constituency that shares his views. Therefore, removing the Chief Minister is essential for any peace-building measures, as he is responsible for the current situation.''
''There is a need to cultivate public awareness in Manipur that the Kukis are an integral part of the state, while also publicly acknowledging their contributions to the freedom struggle. Once public opinion supports this, peacekeeping efforts will become easier, and the Kuki community can be approached for a compromise.''
''The central government's attempt to restore peace through force is impractical. The first step should be the surrender of all arms held by local militias. All private armed groups must be banned, as some of these groups, supported by the Chief Minister, engage in abductions and extortion.''
AFSPA needs to be withdrawn. Additionally, the judicial commission's report on the Manipur violence must be published. The government may be reluctant to release the report, as it could criticise the roles of both the state and central governments.’’ GK Pillai wrote in the article.
