KUKI, ZOMI AND HMAR TRIBAL LEGISLATORS SEEK PROSECUTION OF MANIPUR CM; SAYS AUDIO LEAK ESTABLISHED COMPLICITY "BEYOND AN IOTA OF DOUBT"
08/23/2024: On August 21, 2024 the ten Kuki, Zomi and Hmar tribal Member of Legislative Assembly (MLAs) from Manipur issued a press statement demanding immediate action against Chief Minister N. Biren Singh for his alleged involvement in the ethnic persecution of the Zo people. This demand follows the release of several leaked tapes in which the Meitei Chief Minister is purportedly heard "boasting" about his role in the targeted violence against the Zo people. The legislators stated in their release that the audio tapes confirm the complicity of the Chief Minister in this state-sponsored ethnic cleansing, which has always been maintained by the Zo people and is now established beyond an "iota of doubt".
The ten tribal legislators noted, "The CM can be clearly heard reassuring his audience, which from his tone and tenor can safely be assumed to be members of his militia, that they (central agencies) have to arrest him first before any of them, and that they should not promptly show up when summoned to give him time to intervene." The legislators further noted that the audio leak, which was submitted to the Judicial Commission headed by Justice Lamba "...reveal how the Union Home Minister had chastised him for authorising the use of Bombs on civilians, and how after the UHM had left, he had instructed the police top brass to use bombs clandestinely going forward, defying the UHM's directions…(and) how he ensured that nobody is arrested in connection with the looting of 4000-5000 arms and ammunitions from the state forces." Calling the audio leak "self-incriminating" evidence of the CMs role in the State-sponsored ethnic violence, the legislators also mentioned how the CM stated that he had caused the deaths of about 300 Zo tribals. The legislators also claimed the authenticity of leaked audio purportedly confirmed by CM Biren Singh's brother Rajendro Nong, who was threatening those "who sold out such sensitive tapes to others on Facebook".
The tribal legislators called on the Judicial Inquiry Commission set up by the Ministry of Home Affairs to expedite the process of inquiry and prosecute the Chief Minister for his crimes, if his guilt is established. The Zo legislators also demanded the immediate debarring of the Chief Minister from his office so as to prevent him from influencing the outcome of the probe against him.
The ten Kuki, Zomi and Hmar MLAs also appeal to the Government of India to expedite the demand for separate administration in the form of a Union Territory with Legislature, as that alone is the path to lasting peace in the region. It may be mentioned that the 60-seated State Assembly comprises ten Kuki, Zomi and Hmar legislators, ten Naga legislators and forty Meitei legislators.
