THE CACHAR FAKE-ENCOUNTER ~ Donn Morgan Kipgen

THE recent Fake-Encounter Case in Cachar District of Assam has once again shown the high-handedness and the brutality of the police forces in North-East India! What happened in Assam had something to do with the ongoing Racial and Religious Persecution against the Kuki-Zo Community in the ongoing Civil War in Manipur which slowly spreads outside Manipur! What happened to the three Hmar-Kuki youths at the hands of the Assam police in Cachar District was simply unacceptable and most inhumanely brutal! That was a straight forward CBI case! 

On 16th July, 2024,the Assam Police arrested three Hmar-Kuki youths, viz, Lallungawi Hmar, Lalbiekkung Hmar and Joshua Hmar, at Lakhipur, Cachar Dist while they were travelling in an autorickshaw! The video footage taken at the time clearly showed the identities of the three youths! A police constable seemed to put something inside a handbag, after which a police officer checked the bag! While checking the bag, the officer shouted, "Pistol, pistol, there's a pistol" but he did not pull out the pistol to show that there was really a pistol inside the bag! Immediately, he ran towards one of the 3 youths and pressed what he said was a pistol against him! No one knows what the Assam police officer was actually holding inside the bag! There was no proof of a pistol being hidden inside the handbag! 

The manner in which the police officer hold what he said was a pistol raised another big question! Remember he hold the pistol against one of the 3 youths! How did the officer know that the pistol was loaded? How did he know the pistol was cocked and its safety-cache released without checking it first? The Assam Police officer was sure as hell that the pistol inside the bag was loaded with ammunitions, cocked and its safety-cache released for immediate firing if necessary! It seemed that the so-called pistol was planted! Another photo showed the recovery of weapons beneath the seat of that autorickshaw! However, all the weapons displayed later on were said to be recovered from the so-called "Encounter Site"! This was ridiculous! 

The SP of Cachar District, N Mahata, said  that 3 persons were arrested and based on the information provided by them, they went to search the area and an encounter ensued! He said 3 militants received gunshot wounds and died on their way to hospital! What the SP, Cachar Dist, said to the media was only about 3 captured Hmar-Kuki youths and not the 3 suspected militants arrested and another 3 killed in armed encounter! The 3 arrested Hmar-Kuki youths were the victims in that so-called "encounter"! 

After their arrest, the Assam Police commandos were called in and the 3 youths were taken to unknown locality with their hands tied behind their backs and their eyes blindfolded! This was clearly seen in another short video footage! That was the last time the 3 Hmar-Kuki youths were seen alive after being arrested by the Assam Police in Lakhipur, Cachar District, Assam! The next time there were seen again, all of them were dead as Dodoo in a hospital morgue with fatal gunshot wounds!

The arrested persons who were brought dead into hospital morgue were all bare-footed with mud upto their ankles! In a police station, all arrested persons are not allowed to wear shoes and footwears inside the lock-up! Hence,all the 3 victims were bare-footed at the time of their deaths! There were no evidence of them running or struggling since there were no mud splatters above their ankles!One of the victims wore camouflaged flak jacket! None of them wore flak jacket at the time of their arrests and when they were also taken away blindfolded and hands tied behind their backs!     

One of the victims received a gunshot wound on his leg which appeared to be caused by a pistol round! That meant it was shot at a very very close range! This is a clear case of Fake Encounter beyond any reasonable doubt! The CBI needs to investigate the case thoroughly and book all the Assam Police officers and personnel who took part in this heinous extra-judicial killings!
