To,
Shri Robin Hibu, IPS
Nodal Officer for North East,
Jt. Commissioner of Police
New Delhi
SUBJECT:- SAFETY AND SECURITY CONCERNS FOR THE NORTHEAST PEOPLE DURING HOLI FESTIVALS.
Respected Sir,
Now-a-days many complaints of feeling of UNSAFE and INSECURE has been received by THE NORTH EAST SUPPORT CENTRE & HELPLINE from many Northeast community living in the National Capital Regions, especially women who are working in private companies that they have been targeted in different ways --- ‘abused’, ‘discriminated’
According to the latest complaints received from women from North-Eastern States in Delhi and its NCR Regions, told the NESCH [NE HELPLINE] that they were allegedly mistreated by the locals during Holi festivals. Mostly women from NE regions were targeted by the Holi revelers. Many of the NE women complained that they have been facing many ill treatments during Holi festivals. The locals use to throw/pour dirty water from the balcony of their houses. Some locals throwing coloured-water and firecrackers to NE women inappropriately. In truest experiment, last year a young Manipuri girl dressed neat and tidy coming out for office job, on the way she was splashed with dirty water by a group of men. Though she requested them politely that she is going for office duty. However the group turndown her fervent requests instead they rubbed her face with different colours (rang) and many of the colours fallen on her clean and pant. So she helplessly fallen and cry for help. The men fled from the scene. Another incident was when two couple from Nagaland coming out from AIIMS hospital after getting medical treatment were badly treated by coloured-water balloons. Their medical papers of doctor’s prescription were almost spoiled by the water. Another young Mizo girl in Munirka, who went for buying some food items, was allegedly grabbed behind by 4-6 young boys in the name of Holi. Indeed they are shouing, “Happy Holi….. Happi Holi…… Holi… Holi … Holi Hai!”
NESCH have been maintaining records of such incidents for the past many years.
Ofcourse everybody knows Holi is a time of Joy and Happiness. If so, let us all try to celebrate Holi in a meaningful way and may it bring Peace and Harmony among the Indians.
Not only focusing the safety and security of the NE women, we also concern for the male-folks who can also be under such attacks. Therefore there is an urgent need of police presence and intervention to prevent such offence in day or night.
Therefore Sir, with much faith and confident on you, we would like to requests you to tight-up security vigils in the pockets of the localities where maximum number of North East people resides.
Thanking You, Sir
In the SERVICE of Our BROTHERS and SISTERS of NORTHEAST India.
Yours Sincerely,
BRUCE K. THANGKHAL
