DoNER to Establish North East Cultural Centre in Delhi

New Delhi, 5 Feb 2014: The Ministry of Development of North Eastern Region (DoNER), Government of India, has confirmed plans to establish a North East Cultural Centre in Delhi to support the needs of people from the North East.

“We fully agree on setting up a cultural centre for the North Eastern states. It should serve as a proper meeting place for North Eastern people,” said U. K. Sangma, Secretary of DoNER, during a meeting held at his office in Vigyan Bhawan, New Delhi.

The meeting was attended by Robin Hibu (IPS), Joint Commissioner of Delhi Police, Ms K. Damayanthi, Joint Secretary of DoNER, Ms Mercy Epao, Deputy Secretary of DoNER, Mr K. Guite, Director of DoNER, and Bruce K. Thangkhal, Media Incharge of North East Support Centre & Helpline, Delhi.

Under Robin Hibu’s initiative, several proposals were presented to the DoNER Ministry, including:

  • Establishing a two-room Helpline at NEC House with dedicated phone lines, recording facilities, and an emergency counselling room.
  • Hiring staff for the helpline, preferably from the North East, on an honorarium basis, along with Delhi Police personnel.
  • Immediate launch of the helpline at NEC Bhawan.
  • Appointing a Liaison Officer for youth at DoNER Ministry to assist North Eastern youths.
  • Assigning a Nodal Officer to share information on education, job opportunities, and awareness campaigns.
  • Collaborating with NGOs to provide counselling for distressed youth.
  • Working with Delhi Police to reach out to North Eastern youths in the city.

The proposed North East Cultural Centre will include a meeting hall, a library on North Eastern states, an information centre for North Eastern culture, and a platform to promote art and culture in Delhi. It will also facilitate regular interactions with students and employees from the North East and coordinate with State Bhawans, various forums, and NGOs to promote North Eastern heritage. Additionally, there are plans to establish a Think Tank Centre of Excellence to support the welfare and development of North Eastern citizens working or studying outside their home states.

The DoNER Ministry has also pledged to support and nurture talent among North Eastern youths in sports and music.

“Along with Ms Damayanthi, Joint Secretary of DoNER, we visited the North Eastern Council Guest House in Yashwant Place, Chanakyapuri, where a dedicated helpline for the North East will be set up next month,” said Robin Hibu, who also serves as the Nodal Officer for North Eastern affairs.
